Fixes #34059.

AzureBleuCloud defined synapse_analytics_endpoint (.dev.azuresynapse.sovcloud-api.fr) but was missing its paired synapse_analytics_resource_id. As a result, az cloud show --name AzureBleuCloud returned "synapseAnalyticsResourceId": null even though Synapse is available in Bleu.

Every other known cloud pairs the two values consistently:

This PR adds synapse_analytics_resource_id='https://dev.azuresynapse.sovcloud-api.fr' to the Bleu cloud definition, following the established pattern.

Scope note: #34059 lists several other properties (Data Lake, App Insights, Attestation, Log Analytics, etc.) that are unset for Bleu. As the reporter notes, those fall into "never/only-public/only-public+national" buckets and require a per-RP availability decision, so they are intentionally left out of this focused fix. The Synapse one is an unambiguous bug because its suffix counterpart is already present.

The broader sovereign-cloud onboarding (Delos + GovSG) tracked in #34129 is not included here: the authoritative endpoints table currently publishes only placeholder values ("replace fr suffix with de") for several required Delos/GovSG endpoints, so those clouds cannot yet be added with verified values.

Upstream CI passed for this head. The one-line Bleu endpoint addition matches the existing Synapse suffix and the other cloud definitions, but the reported synapseAnalyticsResourceId regression is not protected by an assertion.

Confirmed Copilot reviewer feedback: src/azure-cli-core/azure/cli/core/cloud.py:508 adds the missing value, while src/azure-cli-core/azure/cli/core/tests/test_cloud.py::test_get_known_clouds only checks that known clouds load. No changed test asserts the Bleu endpoint or its serialized command output. Add a focused assertion that the endpoint equals https://dev.azuresynapse.sovcloud-api.fr and that az cloud show --name AzureBleuCloud does not serialize it as null. Rerun the focused cloud tests; the author's reported 14 passed/1 skipped run does not establish that regression coverage.

Other metadata gaps in #34059 are explicitly outside this PR's scope and remain subject to service-owner availability decisions. The new sovereign-cloud audience's acceptance by the service was not independently verified.
